85-268A 50-280 50-281 50-338 50-339 DPR-32 DPR-37 NPF-4 NPF-7 NRC Confirmatory Orders for Emergency Response Facilities, dated June 12, 1984 for Surry Power Station and June 14, 1984 for North Anna Power Station, specify an August 31, 1985 submittal date for the Control Room Design Review (CRDR) Final Summary Report.

In our letter of July 3, 1985 we requested an extension for submittal of the CRDR Final Summary Report until August 29, 1986, for both plants.

In subsequent discussions with your Staff, we were advised that integration of the CRDR process with Revision 1

of the Westinghouse Owner's Group Emergency Response Guidelines (WOG ERGs) was not considered to be necessary prior to the CRDR Final Summary Report submittal.

We were also advised that the implementation schedule for corrections, which was to be included in the Final Summary Report, need not be detailed, but may identify by priority commitments to be made on a refueling outage basis. Accordingly, we were requested to provide additional justification for our extension request and/or reevaluate the proposed s*chedule.

Based on the above discussions, we have reevaluated our CRDR schedule extension request. We hereby amend that request and propose the following CRDR completion schedule: 1) Submittal of the Surry Final Summary Report by March 31, 1986; 2) Submittal of the North Anna Final Summary Report by June 30, 1986.

The proposed staggered schedule is based on reallocating available manpower and resources to gain an early completion of Surry' s report.

Specifically, the Human Engineering Deficiencies Assessment Team (HEDAT)

Denton Page 2 will concentrate its review of deficiencies, recommendation of corrective actions, and support of subsequent plant management reviews on the basis of completing the Surry report as expeditiously as practical. It is our understanding as a result of the July 30, 1985, telephone conference call that the proposed Surry submittal date would be acceptable.

The subsequent North Anna submittal date takes into account the Surry preferred reallocation of HEDAT manpower and the impact of refueling outages on plant management review.

North Anna Unit 1 has a refueling outage scheduled from November 1, 1985 through December 19, 1985.

North Anna Unit 2 has a refueling outage scheduled from April 25, 1986, through June 12, 1986.

North Anna plant management review of HEDAT recommended corrective actions will occur prior to the North Anna Unit 2 Spring refueling outage, but after completion of the Surry plant management review.

Engineering a:g.d Construction review of the cost and schedule impacts for proposed corrective actions at North Anna will occur during the Unit 2 Spring refueling outage.

Final North Anna plant management review and summary report finalization will occur after the Unit 2 Spring refueling outage.

The CRDR review process for North Anna is essentially the same as for Surry.

Although, the experience in reviewing HEDAT recommended actions for Surry will be factored into the corresponding North Anna review, plant specific consideration of individual modifications, cost, and schedule require independent and comprehensive evaluation.

Based on the larger than anticipated number of human engineering deficiencies requiring assessment (as identified in our previous submittal), two near term refueling outages, and limited available manpower, the proposed staggered schedule extension request represents a realistic assessment of the time needed to complete the remaining work prior to submitting final summary reports.

We believe this revised schedule to be responsive to your request to reevaluate our original submittal.
