C7 This letter is in response to a request from a member of your staff regarding our submittals of January 16, 1978 and February 15, 1978 on the ECCS analyses for R. E. Ginna Nuclear Power Plant.

The calculations described in those submittals, performed by Westinghouse Electric Corporation, demonstrated that.

the effect on peak clad temperature of assuming low head ECC water injection into the upper plenum instead of into the cold legs is insignificant (an increase of 15'F in peak clad tem-perature).

The difference in injection point is plant related and is independent of fuel types.

In addition, although the Ginna reactor -will be operating during Cycle 8 with fuel fabri-cated by Exxon Nuclear Company as well as by Westinghouse Electric Corporation, the Exxon fuel is very similar to the Westinghouse fuel in design and operating characteristics.

(See Exxon Nuclear Company reports XN-NF-77-52(P) and XN-NF-77-53 submitted with Application for Amendment, to Operating License on January 6, 1978).

Thus, the finding of insignificance reported in our January 16 and February 15 submittals is applicable to the Exxon fuel as well as to the Westinghouse fuel.

Nevertheless, in order to provide additional confirmation that the impact of injection point is small, we will obtain from Exxon Nuclear Company an analysis of the effect of upper plenum injection on the peak clad temperature obtained from their cal-culations.

This additional analysis will be submitted to the NRC within 30 days of the date of this letter.

It should be noted that the Exxon Nuclear fuel will be loaded on the core periphery for Cycle 8 operation and will, therefore, operate well below the licensed peaking factors used in the ECCS analysis.

Thus, the peak clad temperature calculated for the Exxon fuel is extremely conservative since it is based on operation at the licensed peaking factors.
