As counsel for Rochester Gas and Electric Corporation, submitted herewith please find three (3) signed originals and nineteen (19) copies of a document entitled "Application for Amendment to Operating License."

This application seeks to amend Figures 6.2-1 and 6.2-2 of the Technical Specifications set forth in Appendix A to Provisional Operating License No.- DPR-18 to reflect revisions to the station staff and station management organization. Forty (40) copies of the proposed change and a safety evaluation are also transmitted.

APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission ("the Commission" ), Rochester Gas and Electric Corporation hereby requests that the Tech-nical Specifications set forth in Appendix A to Provisional Operating license No. DPR-18 be amended. Specifically, Rochester requests that Figure 6.2-1 and Figure 6.2-2 of Technical Specifications be amended to reflect revisions to the station staff and station management organization.

The proposed technical specification changes are set forth in Attachment A to this application. A safety evaluation is set forth in Attachment B. This evaluation also demonstrates that the proposed changes do not involve a significant change in the types or a significant increase in the amounts of effluents or any change in the authorized power level of the facility.

WHEREFORE, Applicant respectfully requests that Figure 6.2-1 and Figure 6.2-2 of Appendix A to Provisional Operating License No. DPR-18 be amended in the form attached hereto as Attachment A.
