146 San Pedro Drive Alamogordo, NM, Email: Swansjd@msn.com General Comment Regarding Docket ID NRC-2018-0052, the Holtec plan to store our very worst high level nuclear materials here in NM. I wholly and completely oppose this deadly to the citizens of our nation initiative. It is foolhardy to life itself and to our best sources of future water supply.
What about our discovered source of massive amounts of fresh water in Otero Mesa, said to be as much water as in the Ogallala Aquifer? What about our massive amounts of Tularosa Basin water set to be desalinization, said to be enough area water for 4000 years? What about WIPP still leaking as we speak? What about shipping casks of Nuclear material across our nation from every direction, emitting radiation to all as the casks pass by? Derailments and accidents often occur without hazardous nuclear materials aboard. Citizens deserve better ideas for storage of this deadly material, not the cheapest ideas, which will kill us. What about the preciousness of our Carlsbad National Park, the world famous Lechuguilla Cave and the fragileness of these areas? and NM tourism? Please for the preciousness of life itself rethink this plan. Do not choose a cheap plan. Develop and choose the safest possible plan.
Also, I agree with our US Senators, Udall and Heinrich that you have chosen much too small an area for presentation of your plan. All of NM and the neighboring areas of Texas should have a say. In fact, I believe all of the US should have a say in this project, anyone within a proposed truck route or within a rail route should have a chance to speak on this issue. It is an extremely dangerous proposal. Cheap is not better. Too many citizens lives are involved. Please choose nuclear storage that is in site and the safest possible plan.
How about plans that may cost more but use the material in site, or use plasma incineration? Your department probably have other safer ideas. Please use these plans instead of the cheapest plans.

Further, in the future, think before reacting to each and every easy idea presented. It is time for sense to prevail. It is time for other than nuclear energies and safer nuclear storage plans. Hang the cost. Do not choose the cheapest plans, which are not better plans. Thank you for your time.
