SUBJECT:

IE Bulletin No. 76-06 R.E. Ginna Nuclear Power Plant Unit No.

1 Docket No. 50-244

Dear Nr. O'Reilly:

This is in reply to your letter of July 21, 1976 requesting action regarding ZE Bulletin No. 76-06.

A xeview of the insulation and maintenance. of safety related diaphragm operated relief valves in-stalled in high temperature, fluid systems at. Ginna Station has been performed.

The following are the results of that review:

1.

The only safety xelated diaphragm operated relief valves installed in high temperature fluid systems at Ginna Station are the pressurizer power operated relief valves.

They are Copes-Vulcan, 2 inch, 1500 lb., U.S.A. Standard Valve Assem-blies, with model D-100-160-2 1/2 diaphragm operators.

There is no insulation installed on the operators of these valves.

2.'he diaphragm operators on these valves are pxessurized and inspected for air leakage; and tested for operability at each annual refueling outage.

The maintenance procedures for these valves will be revised prior to the 1977 refueling out-age to include inspection of the diaphragms for deterioration.

3.

The diaphragms installed in the operators of these valves are fabric-reinforced Buna-N rubber.

The vendor's recommended service life for this material is 100,000 to 200,000 cycles at 80'P; and the recommended shelf life is 5 years.

Due to the

2 very limited service use at Ginna Station, these valves have been subjected to very few cycles.

Spare diaphragms currently in stock will be inspected prior to the 1977 refueling outage to ensure that their recommended shelf life has not been ex-ceeded.

Very truly yours, Leon D. White, Jr.
