Dear Mr. Schwencex:
On February 8, 1977, Rochester Gas and Electric Corporation submitted Revision 2 of the "Ginna Station Insexvice Inspection Program for the 1977-1979 Period" which was approved by the Nuclear Regulatory Commission as documented in your letter of May 17, 1977.
In our Inservice Inspection
- Program, Revision 2, the holding time at pressure for system pressure test was specified as four (4) hours in accordance with the requirements of the 1974 Edition through Summer 1975 Addenda of Section XI to the ASME Boiler and Pressure Vessel Code; Article IWA-5000, para-graph IWA-5210.
Since that time the 1977 Edition of Section XI to the Code (Article IWA-5000, paragraph IWA-5210) has clarified the length of holding time for exposed areas of systems to a ten (10) minute holding time, with the four (4) hour requirement remaining for unexposed systems.
This letter is to request that the Nuclear Regulatory Commission grant Rochester Gas and Electric Corporation relief from the four (4) hour holding time for all systems, so that.
exposed systems may be pressurized for the ten (10) minute perio'd as specified in latter editions of the Code.
This relief will allow Rochester Gas and Electric Corporation to conduct system pressure test at Ginna Station in a more efficient manner and still meet acceptable Code criteria.
This relief would not result in any decrease in the effectiveness of the Inservice Inspection Program nor result in any unreviewed safety question.
