e Enclosure RELIEF REQUEST REGARDING REPLACEMENT OF CERTAIN COMPONENTS IN THE BORIC ACID TRANSFER SYSTEM Surry Power Station is planning the replacement of certain components in its boric acid transfer system, which is classified Class 3 under ASME Section XI, 1980 edition, winter 1980 addenda. Pursuant to 10CFR50.55a paragraph g(S), relief is requested from certain replacement requirements delineated in ASME Section XI. The following basis is provided:

Code Requirement Section XI requires in IWA-7210, Construction Codes, that replacements meet the edition of the construction code to which the original component was constructed, or alternatively later editions of the same construction code.

Reason For Request Two pressure vessels, l-CH-FL-1 and 2-CH-FL-1 (Attachment 1), containing filters for the boric acid transfer system and originally constructed to the requirements of ASME Section III, 1968 edition, require replacement.

The manufacturer, AMF Cuna, can supply replacement vessels, however, the manufacturer no longer maintains an ASME Section III program. Use of an alternative manufacturer would delay component arrival and require exten-sive piping modifications to accommodate a new configuration.

Proposed Alternative The manufacturer, AMF Cuna, produces a compatible vessel constructed to ASME Section VIII, Division I (1983 edition, summer 1984 addenda). Stone and Webster Engineering Corporation conducted an analysis between the original construction code requirements and the substituted codes for this application. Their evaluation (Attachment 2) concluded that no sig-nificant difference exists.

Conclusion It is our belief that adequate relief basis has been presented. Since the replacement vessels will be used in a low pressure system (150 psig, design),

the alternative code use is considered as acceptable in this application.

BORIC ACID FILTER REPLACEMENT SURRY POWER STATION - UNITS 1 AND 2 October 24, 1984 J.O.No. 14937.05 NP331.l-V01-003 NUS-11,201 As requested by Mr. F. Prince, the following is SWEC's evaluation of the use of ASME VIII, Div. 1 filters manufactured by AMF Cuno.

AMF Cuno supplied the original filter manufactured to ASME III, Class C.

The replacement filter that can be supplied by AMF Cuno is made to ASHE VIII, Div. 1.

AMF Cuno no longer supplies filters to ASHE III.

The results of our evaluation of the use of ASME VIII, Div. 1 resulted in no significant differences from the original code requirements in ASHE III. The allowable stress values for the stainless steel Type 304 has been reduced from 16,000 psi to 15,000 psi in the current tables of the ASHE VIII code.

Therefore, the purchase requisition shall include the following requirement:

"The outline drawing 51029 shall be referenced primarily for size and interface locations and dimensions of nozzles and supports.

Vessel thickness and fabrication requirements shall be in accordance with the referenced code requirements and as supplemented by,the purchase requi-sition."

As stated in our letter NUS-11,183, Vepco will have to take an exemption to the ASHE XI requirements for filter replacement.

Since the exemption is for use of a different code from the original construction code (the UFSAR Table 9.1-1 specifies ASHE III, Class C), Vepco should update the UFSAR and follow Vepco corporate procedure for notification of the NRC and the ANI for changes to ASHE code comitment.

The ER&SA of DC-84-58 & 59 should be revised to show the code change.

Also, please note that the UFSAR Table 9.1-1 specifies the p1p1ng code as B31.1, and the boric acid tanks as ASHE VIII.

No code for the pumps was specified.

Therefore, SWEC believes the use of ASHE VIII, Div. 1 filters will not degrade the quality of the system.
