Mr. H. L. Thompson, Jr. Director Division of Licensing U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Docket Nos. 50-280 50-281 50-338 50-339 Gentlemen:
License Nos. DPR-32 DPR-37 NPF-4 NPF-7 VIRGINIA POWER NORTH ANNA UNITS 1 AND 2 SURRY UNITS 1 AND 2 RESPONSE TO GENERIC LETTER 83-28 REQUEST FOR ADDITIONAL INFORMATION ITEM 4.3 Your letters of July 24, 1984 for North Anna and November 15, 1984 for Surry requested,,additional information for Generic Letter 83-28, item 4.3.
Our responses to item 4.3, submitted November 4, 1983 and revised February 8, 1985 described the Automatic Shunt Trip modification for both North Anna and*Surry.
Your letters provided regulatory approval and the Safety Evaluation Report (SER) for the modifications. Our response to the SER additional information request is as follows:
(1)
SEISMIC QUALIFICATION-Confirm the successful completion of the seismic qualification of the shunt trip attachments.
In accordance with item 6 of the SER, we have obtained from Westinghouse Electric Corporation final Equipment Qualification Data packages and Test Reports for the DB-50 Shunt Trip Attachments and Auto Shunt Trip Panels.
These items received both environmental and seismic testing in accordance with WCAP-8587, "Methodology for Qualifying Westinghouse WRD Supplied NSSS Safety Related Electrical Equipment".
The devices maintained their structural integrity and performed their intended electrical functions during and after the tests.
Westinghouse considers the subject equipment to be qualified in accordance with IEEE-323-1974 and IEEE-344-1975 as specified in WCAP-8587.
We therefore confirm the successful completion of the seismic qualifications test on the Auto Shunt Trip attachment and panels for both North Anna Units 1 & 2 and Surry Unit 1 & 2.

SUBMITTAL OF REVISED TECHNICAL SPECIFICATIONS-Submit proposed Technical Specification amendments to address the SER items 10 and 13, following implementation of the modification.
In accordance with items 10 and 13 of the SER, we are preparing the submittal of revised Technical Specifications.
Revised specifications will be submitted for the Reactor Trip Bypass Breakers, Undervoltage Trip Logic and Shunt Trip Logic.
The auto shunt trip modification has not been installed on the North Anna Unit 1 reactor trip breakers. This installation is scheduled for the next outage of sufficient duration.
The proposed Technical Specification amendments are expected to be submitted by April 15, 1985, under a separate cover for both North Anna Units 1 & 2 and Surry Units 1 & 2.
(3)
INSTALLATION OF INDICATING LIGHTS-Install indicating lights on the main control board for the main and bypass breaker position.
Surry Unit 1 & 2 only.
Virginia Power is preparing to make the necessary modifications to install breaker indicating lights on the main control board for the Main & Bypass Reactor Trip Breakers.
Engineering for this modification is currently underway.
Upon completion of the engineering, the modifications will be finished during the next outages of sufficient duration, but not later than the 1986 Refueling outages for both units. A revised electrical schematic will be forwarded to your office following the installation of the indicating lights.
Very truly yours, W. L. Stewart
