Nuclear Operations Department Post Office Box 26666 One James River Plaza Richmond, Virginia 23261 VIRGINIA POWER Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation Attn:

Mr. Steven A. Varga, Chief Serial No.85-180 Operating Reactors Branch No. 1 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Gentlemen:

VIRGINIA POWER NO/JDH:acm Docket Nos.

License Nos.

SURRY POWER STATION UNIT NOS. 1 AND 2 STATUS OF THE REMOTE MONITORING PANEL MODIFICATION TO MEET APPENDIX R REQUIREMENTS 50-280 50-281 DPR-32 DPR-37 In our November 30, 1984 letter (Serial No. 692), we submitted the "Phase II" information for Chapters 6 and 7 of the Surry Power Station Appendix R reanalysis report.

The information contained descriptions of modifications, their associated schedules, and several exemption requests.

One modification - separation of the Remote Monitoring Panel (RMP) power supply, Units 1 and 2 - was scheduled for completion prior to the startup from the 1984 refueling outage for Unit 1. One aspect of this modification was not completed on schedule due to a misunderstanding by the responsible personnel of the commitment contained in our November 30, 1984 letter. The other part of the modification was completed on time, as explained below.

Modifications were actually ongoing during the outage to both an original Remote Monitoring Panel and a new Remote Monitoring Panel scheduled for installation.

As part of the Appendix R reanalysis, the power supply routings for both the original and new RMPs were reviewed.

Two modifications were identified:

one modification was to provide two power supplies to the new RMP from different sources, separated in accordance with Appendix R requirements.

This modification was completed prior to startup from the 1984 Unit 1 refueling outage.

The second modification was to provide new power supply cables for the original RMP, paralleled from the new RMP, because the original cables did not meet the Appendix R separation criteria. Although not completed prior to the Unit 1 startup, as originally planned, this modification has since been completed.

In the interim, the compensatory measures identified in our November 30, 1984, letter remained in effect until both modifications were completed.

Both the NRC Surry Resident Inspector and NRG Surry Project Manager have been informed of the status of these modifications and our compensatory measures.

The description of these modifications contained in Volume II

of the Surry Appendix R reanalysis report will be revised at its next periodic update to reflect this information.
