e BASIS FOR PRECLUDING CASK HANDLING ERRORS e

To ensure that shipments of spent nuclear fuel from Surry Power Station to North Anna Power Station are completed in a safe and timely manner, the following activities have taken place.

In June 1983, draft procedures for loading and unloading the TN-SL shipping cask were received from Transnuclear. These procedures were reviewed by Operations, Engineering, Quality Control and Health Physics personnel, revised for particular Station situations, and QC holdpoints at critical operations added.

Changes to the procedures were coordinated with Transnuclear, and the final procedures were approved by them.

In August 1983, twenty-five Operations, Quality Control and Health Physics personnel from Surry and North Anna received handling experience with a TN-SL cask at the Allied General Nuclear Services facility in Barnwell, S.C.

This week-long exercise was supervised by Transnuclear engineers and each Station crew completed an entire handling sequence.

In September 1983, classroom training and a week-long training exercise with a TN-SL cask were held at the North Anna Station. The entire cask handling sequence was completed, and several potential improvements to the handling procedure were identified.

Upon completion of the exercise, the empty TN-SL cask was transported to the Surry Station along the NRC-approved Primary Route.

The entire cask handling sequence was completed, and several potential improvements to the handling procedure were identified.

Upon completion of the exercise, the TN-8L cask was placed in storage at the Surry Station.

During the AGNS, North Anna and Surry exercises, approximately 300 slides were taken to provide for future reference and training of Vepco personnel.

In addition, portions of the North Anna exercise were filmed and are available on a 60 minute videotape.
