VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT NOS. 1 AND 2 NUREG 0737 ITEM II.F.2, INSTRUMENTATION FOR DETECTION OF INADEQUATE CORE COOLING This letter addresses three aspects of Vepco's effort to meet the requirements of NUREG 0737 Item II.F.2, Instrumentation for Detection of Inadequate Core Cooling.

The status of implementation for the Reactor Vessel Level Instrumen-tation System, Upgrade of the Emergency Operating Procedures, and Core Exit Thermocouple (CETC) Upgrade is provided below.

Reactor Vessel Level Instrumentation System (RVLIS)

Unit 1 has two RVLIS channels operable.

Unit 2 has one RVLIS channel operable.

The second RVLIS channel is inoperable and containment access is required to identify and repair the faulty components.

Difficulty in obtaining replacement parts is a potential problem.

Emergency Operating Procedures (EOP)

Vepco currently plans to have the Control Room Design Review (CRDR) completed by mid-1985.

Concurrent with this review, the EOPs will be upgraded to Revision 1 of the Westinghouse Emergency Response Guidelines.

The upgraded EOPs will be verified; taking into account RVLIS and the existing CETCs.

After the CETCs are upgraded (see Item 3 below), EOPs will be modified as necessary to comply with plant configuration.

Incore Thermocouple Upgrade Vepco will upgrade the core exit thermocouples using a bottom-mounted design that meets the requirements of both NUREG 0737, Appendix B, and NUREG 0737, Item II.F.2, Attachment 1.

As stated in our letter (Serial No.

448) dated August 1, 1984, this upgrade will be performed in conjunction with other Regulatory Guide 1. 97 modifications currently scheduled for the 1986 refueling outages.

Appropriate Technical Specification changes are being considered.
