CONTROL OF HEAVY LOADS In our letter serial number 600 dated October 21, 1982, we reported that the new fuel container lifting rig at Surry Power Station was not in compliance with ANSI Nl4.6-1978.

We further stated that a design modification for bringing the rig into conformance with this standard would be implemented by March 22, 1984.

After completing the review of the proposed design modification it was determined that the rig should be redesigned and a new one fabricated.

The new rig was designed and fabricated per ANSI Nl4.6-1978 and delivered to Surry on March 19, 1984.

However, when placed in service, the rig initially exhibited some unacceptable stability characteristics, particularly when lightly loaded, apparently rendering it unsuitable for full service.

In order to handle fuel containers which began arriving at the station in May 1984, Vepco elected to use the original lifting equipment until the stability characteristics of the new rig could be further evaluated.

This course of action was discussed with the NRC Resident Inspectors' Office and the NRC Surry Project Manager.

After moving the first four containers, it was determined that with some precautionary handling measures the new rig could be and was used satisfac-torily.

Currently Vepco is in the process of conducting an engineering revtew to improve its stability characteristics.

Any permanent changes to the new rig will be made in accordance with ANSI Nl4.6-1978 requirements.
