License Nos.: DPR-32 DPR-37 NPF-4 NPF-7 VIRGINIA ELECTRIC AND POWER COMPANY SURRY AND NORTH ANNA UNITS 1 & 2 STARTUP CERTIFICATION PROGRAM The Virginia Electric and Power Company hereby submits for NRC approval the Hot License Simulator Reactor Startup Certification Program (Attachment 1) to be conducted at the Surry and North Anna Nuclear Training Centers in accordance with NUREG
- 0094, Appendix F, "Eligibility for Examination With No Reactor Startup Demonstration."
We currently have an approved startup certification program for the Surry Training Center and now that we have a site-specific simulator at our North Anna Training Center we desire to have a startup certification program which is common to both.
A copy of the Surry startup certification program with the NRC approval letter attached (Attachment 2) is provided for your reference.
The submitted program will limit the student to instructor ratio to* 4-to-l, conforming to INFO Guide 82-005, Simulator Training, Section 6.1 and ANS 3.1 (12-79 Draft) Section 5.2.1.3.2.

Persensky Your earliest review and approval of this program would be appreciated as startup certification for the license class currently in session at North Anna is scheduled in August 1984 and we desire to do the startup certification at North Anna rather than at Surry.
