AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit Nos. 1 and 2. The proposed change is enclosed.

This proposed change revises the status of opposite unit auxiliary feedwater pump from "operable" to "available" due to the strict definition of operable in the Technical Specifications. Also, a specification is added which provides the opposite unit auxiliary feedwater pump down time for maintenance and repairs and defines the action in case the pump and associated piping, valves and controls are not available at the end of that time. The proposed change is provided in Attachment 1. A discussion of the proposed change is provided in Attachment 2.

All pages of Specification 3. 6 are included with this change with minor editorial and typographical errors corrected. Changes to the text are designated by a vertical bar in the right hand margin. Shifts in paragraphs or lines from one page to another because of additions or deletions in the proposed change are not marked as changes.

This request has been reviewed and approved by the Surry Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff.

It has been determined that this request does not pose an unreviewed safety question as defined in 10 CFR 50.59 nor a significant hazards consideration as defined in 10 CFR 50.92.

Denton able to determine does not involve a significant hazards consideration for Unit 1 and a duplicate safety issue for Unit 2, a Class III license amendment fee and a Class I license amendment fee are required for Unit 1 and Unit 2, respectively. A check in the amount of $4,400 is enclosed in payment of the required fees.
