C. 20555 Gentlemen: ASME XI RELIEF REQUEST SURRY POWER STATION UNIT 1 Serial N,o. 159 NO/WDC:acm D6cket N6. 50-280 License No. DPR-32 Surry Power Station Unit 1 performed a replacement action within a system boundary designated as ASME Class 2 during the recent maintenance outage. As discussed in telephone conversations on March 1 and 12, 1984 between W. D. Craft, Vepco, and D. Neighbors, of your staff, and pursuant to 10 CFR 50.55a paragraph g(5), relief is requested from certain post replacement test requirements delineated in ASME Section XI. The following basis is provided. Specifically, 1-MS-86, a four inch manual isolation valve located in the main steam system as shown in the attachment, was replaced utilizing the rules of IWA 7000 and IWC 7000 of ASME Section XI, 1980 Edition W80 Addenda. This replacement as defined in IWA 5214 requires a hydrostatic pressure test in accordance with IWC 5222. As evidenced by the attached drawing this hydrostatic test would include 'A' main steam generator and a significant portion of the attached main steam piping. This required test is considered extremely difficult and impractical. As a result, alternative inspection and testing was provided for the replacement. A surface examination (liquid penetrant) was conducted as required by Surry's construction code on the attachment welds. In addition a system pressure test (IWC 5221) in conjunction with a VT-2 examination was substituted for the required hydrostatic test.

The alternative testing and examinations conducted provide the necessary inspection and integrity assurance intended by the code, and is in conformance with previous requests associated with steam generator isolation problems.
