DPR-32 DPR-37 NPF-4 NPF-7 SURRY AND NORTH ANNA POWER STATIONS RESPONSE TO PROCEDURE GENERATION PACKAGE ISSUES Your letter dated January 25, 1984, received January 31, 1984, requested additional information in order to conduct a detailed review of the Vepco Procedures Generation Package (PGP).

Following receipt of this letter, a telephone conference was held between Messrs. Leon Engle, Sam Bryan, and William Middleton of the NRC and Vepco representatives.

In accordance with the positions agreed upon during this conference, the following information is provided.

Items 1 and 2 will be addressed by May 30, 1984.

During the ninety (90) day period we will provide a description of our methodology for conversion of generic guidelines to plant specific Emergency Response Procedures (ERP).

In addition, we will identify deviations between our specific plants and the reference plant on which the generic guidelines were based.

These deviations will be evaluated for strategic safety significance.

Should strategic differences in mitigation actions be determined, a schedule for analysis and justification will be provided.

With regard to Item 3; we concur that this concern should be addressed generically by the Westinghouse Owners Group (WOG).

The WOG and NRC representatives will meet to discuss this issue on March 13, 1984.

The results of this meeting could have significant impact on Vepco response to both Control Room Design Review (CRDR) and the ERP generation effort.
