DPR-32 DPR-37 AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNIT NOS. 1 AND 2 SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHANGE In our letter dated February 9, 1984 (Serial No. 662B), the Virginia Electric and Power Company requested an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-3 7 for the Surry Power Station, Unit Nos. 1 and 2.

The letter contained proposed changes for certain NUREG-0737 items and stated that our submittal addressing NUREG-0737, item III.D.3.4, Control Room Habitability, would. be forwarded separately.

The proposed change pertaining to item III.D.3.4. is attached.

The proposed change adds Limiting Conditions for Operation and surveillance requirements for the main control room chlorine detection systems which have been installed as part of our actions to comply with the requirements of NUREG-0737, item III.D.3.4, Control Room Habitability.

The proposed changes are consistent with the guidance provided in NRC Generic Letter 83-37.

The proposed Technical Specification change is provided in Attachment 1 with a discussion of the proposed change in Attachment 2.

As part of our actions to comply with the guidance in NRC Generic Letter 83-37 regarding Technical Specifications for certain NUREG-0737 items, we had also intended to submit a proposed Technical Specification change for the main control room bottled air system at this time.

However, by letter dated January 17, 1984 (Serial No. 048), you issued Amendment Nos. 92 and 91 to Operating License Nos. DPR-32 and DPR-37 for Surry Power Station Unit Nos. 1 and 2.

Those amendments revised the Technical Specifications to add new limiting conditions for operation and surveillance requirements for the main control room bottled air system.

We are currently evaluating the revised specifications against the guidance in NRC Generic Letter 83-37 to determine if any modifications to our planned submittal for the main control room bottled air system are required.

Concurrently, we are attempting to revise the Technical Specifications for the main control room ventilation and bottled air systems to simplify the format.

Upon completing this review, the proposed specification will be submitted.

These actions were discussed with the NRC

Denton This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not pose an unreviewed safety question as defined in 10CFRS0.59 nor a significant hazards consideration as defined in 10CFR50. 92.

We have reviewed this request in accordance with the criteria in 10CFR170.22.

Because this request supplements our previous license amendment application referenced above, no additional license amendment fee is required.
