TheTechnicalLetterReport(TLR)identifiesseveralEPRIMRPreports thattheNRChaddifficultyinreviewing.Someofthesereports,such MRP335,seemtoclearlyaddresstheaspectsidentifiedintheTLRas beingneededtoestablishconfidenceinaPFMapplication.CantheNRC provideanexamplelistofdocumentsthattheNRCbelieveswere inadequatefromaPFMperspectiveandclearlyarticulatealistofthe NRCsperceivedshortcomingsforeachdocument?
NRCResponse:ManypastindustrysubmittalshaveincludedPFM analyses.TheseanalyseswerenotdirectlyusedbyNRCasthesolefactors inregulatorydecisionmaking.InsteadtheNRCstaffusedtheprobabilistic analysesincombinationwithdeterministicanalysestoconfirmreasonable assuranceoftheacceptabilityoftheapplication.Someissuesthathave beenidentifiedinpastPFMsubmittalsincludeincompleteuncertainty characterization,lackofreviewofthePFMcode,incompletePFMcode technicalbasis,incompletecodeV&V,lackofacceptancecriteriaforthe PFMcodeandanalyses,andignoringthetenetsofriskinformeddecision making.
