As dernonstrate4 in previous exercises, the Commonwealth of Virginia and ten jurisdictions responded to exercise events in accordance \\rl.th their radio-logical emeriz;e.ncy response plans.

The exercise report demonstrates that the offsite p~cparedness continues to be adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and aafety of the public liviog in the vicinity of the plant in the event of a radiological emergency.

Dear John:

This is a follow-up to our letter of April 19, 1984 regarding the Surry Emergency Exercise Exemption Request.

More specifically, this letter addresses the extent of exercise play anticipated for off-site authorities during the Surry Power Station Exercise which is scheduled to be conducted sometime during the week of September 16, 1984.

The Surry Power Station Exercise for State and local government will be known as the Virginia Operations Plan Exercise No. 1 - 1984 (VOPEX 1-84).

This will be an unannounced and unscheduled test of response capabilities of selected State agencies and participating political subdivisions.

Off-site participation will be limited to six hours.

The ~rimary purpose of the exercise will be to provide tra1n1ng and to familiarize new emergency services personnel with radiological emergency response concepts, procedures, and actions delineated in the State Radiological Emergency Response Plan, the Radiological Emergency Response Plans of the six political subdivisions whose boundaries are wholly or partially within ten miles of the Surry Nuclear Power Station, the four host jurisdictions, and selected special facilities and support organizations.

Participants will exercise as much of their plans as reasonably possible.

As a minimum, lines of communication will be established between the Vepco emergency organization, the State Emergency Operations Center, and other polit-ical subdivisions.

Reporting procedures and the interface between State, local, and Vepco plans for response to each of the four classes of emergency action levels will be implemented.

Other anticipated actions include imple-mentation alerting and notification procedures, aspects of the public information and education programs, radiological monitoring and accident assessment, and selected protective actions.

With the exception of maintaining lines of corrununication, all actions during the General Emergency Phase will be simulated.

Page Two May 2, 1984 Although this exercise will not involve full participation by all respon-sible organizations nor implementation of the full range of State/local actions, the off-site emergency preparedness for the Surry Power Station should not be impaired or provide less than adequate provisions for the health and safety of the public.
