SURRY POWER STATION UNITS 1 AND 2 NUREG 0737, ITEM III.D.3.4 CONTROL ROOM HABITABILITY REQUIREMENTS In our letter of June 30, 1982 entitled Response to Generic Letter 82-10 (serial No. 388) for Surry Power Station, we addressed Item III.D.3.4 of NUREG 0737, Control Room Habitability Requirements.

It was determined at that time that Vepco would modify the control room at Surry Power Station by December 31, 1983 as follows:

a) Install a redundant control room bottled air system.

b) Install redundant control room isolation dampers in the normal supply and exhaust ducts.

c) Install chlorine gas detectors at the control room air intake.

d) In addition to the above modifications for the control room, it was determined that sodium analyzers which utilize dimethylamine gas would be replaced with sodium analyzers which do not utilize dimethylamine gas.

The status of the above modifications is as follows:

a) Redundant Control Room Bottled Air Supply:

The system is completely installed and is undergoing final testing. Preliminary testing performed during November indicated a problem with the control valve controller.

Denton Additional circuitry and logic cards have been added to the bottled air control system and the system was retested on December 23, 1983. These test results indicate that additional modifications may be necessary and the controller vendor is being consulted. The logic cards added to the controller are of commercial quality and normal delivery for qualified cards is approximately 16 weeks. Present plans are to make any further required modifications to the control system as soon as vendor support can be furnished and to replace the commercial grade logic cards with qualified logic cards when they become available.

The existing bottled air supply is functional. Since the redundant air supply has been installed and final adjustments to the control valve controller are being pursued, it is our belief that Vepco has been adequately responsive toward this commitment.

b) Redundant Control Room Isolation Dampers:

The redundant isolation dampers have been installed. How-ever, one of the isolation dampers failed to function prop-erly during start-up testing. The vendor has been consulted and efforts to replace or repair the faulty components are underway. During installation of the dampers, the duct system has been isolated at the inlet and outlet to the control room. The ducts will remain isolated until the isolation damper is made fully operational. This approach conservatively addresses control room isolation concerns.

c) Chlorine Gas Detectors:

The chlorine detectors have been replaced. However, during testing, a circuit card in the chlorine monitors was damaged.

The damaged circuit card was repaired and will be utilized until a replacement chlorine monitor is installed. The repaired chlorine monitor has been tested and it is accepta-ble. The scheduled delivery date for the replacement chlor-ine monitor is January 6, 1984.

d) Sodium Analyzers utilizing dimethylamine gas:

The use of sodium analyzers which utilize the dimethylamine gas has been discontinued. The new analyzers will become operational during January 1984.

Although there are some "loose ends" which will be addressed in early 1984, Vepco believes that the installation of additional equipment and the status of this equipment as outlined in this letter provides adequate assurance that control room habitability concerns have been addressed. Therefore we feel that our commitments to NUREG-0737, Item III.D.3.4 have been met.
