439A), the Virginia Electric and Power Company requested an amendment, in the form of changes to the Technical Specifications, to Operating License DPR-32 for the Surry Power Station, Unit No. 1.

The proposed change pertains to an administrative extension to the visual inspection period for inaccessible snubbers in Unit 1.

This letter provides additional information concerning the timeliness of Vepco' s notification to the NRC that an administrative extension for Unit 1 would be needed and information concerning the inspection of Unit 1 snubbers during the refueling outage.

Vepco contracts Wyle Laboratories in Huntsville, Alabama to perform functional testing of the large bore snubbers.

On August 1, 1983, Wyle notified Vepco of failure of one of the Surry Unit 2 large bore snubbers and discussed the requirements to send additional large bore snubbers for testing.

The original scheduled completion date for the Surry Unit.2 refueling outage was August 20, 1983.

Prior to notification by Wyle of the large bore snubber failure on August 1, 1983, Vepco did not anticipate a delay in the Unit 2 refueling outage.

As stated in our August 9, 1983 submittal, the first inspection after Surry Unit 1 entered a refueling outage in February, 1983 revealed five inoperable snubbers.

All inoperable snubbers were repaired or replaced as necessary during the outage.

As a result of the inspection findings the present visual inspection interval is 62 days +/- 25%.

Surry Unit 1 attempted to start-up three times in May, but because of plant equipment problems had to return to shutdown conditions.

To meet the requirements of Specification 3.20.D, which requires all snubbers to be operable prior to startup, a visual inspection of 11001

VIRGINIA ELECTRIC AND PoWER CoMPANY To Harold R. Denton all inaccessible snubbers in Unit 1 was performed prior to each startup on May 5, May 16, and May 26, 1983.

Each inspection revealed no inoperable snubbers.

A fourth inspection was performed on June 15, 1983.

No inoperable snubbers were found and Unit 1 returned to power operations.

According to the Vepco Snubber Program, the visual inspection period of 62 days+/- 25% begins on June 15, 1983, the date of the inspection just prior to startup and is currently required to be completed on August 31, 1983.

Because of the additional overhaul and testing of the large bore snubbers, turbine bearing work, and recently discovered problems with J-tubes in the steam generators, Unit 2 is not expected to return to operation prior to September 10, 1983.

The administrative extension will allow continued operation of Surry Unit 1 until Surry Unit 2 returns to power.
