w. L. STEWART VrcE PJ.<ESrDENT NUCLEAR 0PERATXONS August 1,1983 Mr. Harold R. Denton, Director Serial No. 407 Office of Nuclear Reactor Regulation PSE/RCC/jdm:0576C Attn: Mr. Steven A. Varga, Chief Docket Nos. 50-280 Operating Reactors Branch No. 50-281 Division of Licensing License Nos. DPR-32 U.S. Nuclear Regulatory Commission DPR-37 Washington, D.C. 20555 Gentlemen:

APPENDIX R TO 10CFR50, SECTION III.G.3 ALTERNATIVE SAFE SHUTDOWN SURRY UNIT NOS. 1 AND 2 In our letter dated December 31, 1982 (Serial No. 728) Vepco committed, for item number 7, to have installed the Charging Pump Service Water Pump Relocation modification at Surry Power station by the 1st refueling of Unit II after January 1, 1983.

Since the submittal and acceptance of our commitment, Vepco has been in the process of engineering design modifications and procuring materials to comply with this co~mitment. As of this time, our engineering and construction to remove existing interferences is complete and construction has begun to construct the new pump enclosure. Purchase orders have been placed for long lead time items which include new safety related and environmentally qualified pumps, strainers and associated valves and controls. Delivery estimates from vendors have necessitated Vepco to review construction schedules and revise accordingly based on promised delivery dates for required equipment.

Schedules for the delivery of the qualified pump motors are in development. Substitute motors will however be used prior to receipt of the qualified motors and will be qualified for interim usage. All other equipment deliveries will support a December 31, 1983 implementation date. Therefore, Vepco requests an extension for the completion of this project to December 31 , 1983. This extension is required in order for Vepco to install and functionally test the new system and is based on promised delivery dates from our vendors. Vepco will continue to expedite the construction and delivery of equipment associated with this project in an effort to improve the completion date.
