FIRST 10 YEAR INSERVICE INSPECTION VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT 2 Serial No. 255A NO/WDC:acm Docket No. 50-281 License No. DPR-37 Correspondence, dated May 3, 1983 (Serial No. 255), notified your office of our intention to extend the first 10 year ASME Section XI Inservice Inspection program for Surry Unit

Discussion resulting from this notification identified that our planned inspection program for the second interval using ASME Section XI 1980 edition, Winter 1980 addenda as its basis would be jeopardized by this extension.

As a result we withdraw the extension request and start the second interval May 1, 1983 as previously planned.

Alternatively pursuant to 10 CFR 50.55(a), (g) (5) we are requesting relief from certain code requirements defined in paragraph IWA-2400(a) of ASME Section XI 1974 Edition, Summer 1975 addenda inclusive.

The following basis is provided.

The code currently specifies an inspection tolerance band for completion of interval inspection requirements.

This band is code limited to one year (Figure 1) which establishes May 1, 1984 as the date where all first interval inspections should be complete for Surry Unit 2.

For reasons specified in earlier correspondence concerning the steam generator replacement outage, we are unable to complete all first interval inspections within the 1 year tolerance band at Surry Unit 2.

It is requested that Surry Unit 2 be allowed to complete all remaining scheduled first interval inspections using an expanded tolerance band.

This new tolerance band would require completion by the end of the first period, second interval.

Required second interval inspections will be performed concurrently with remaining first interval inspections.

It is our contention that granting this proposed relief would not endanger the necessary inspection and integrity provided by the code, and provides a more practical approach for completion of the examinations.
