SUPPLEMENTAL INFORMATION FOR PROPOSED OPERATING LICENSE AMENDMENT In our letter of September 23, 1982, Serial No. 543, Vepco requested an amendment to Operating Licenses DPR-32 and DPR-37 which would eliminate the present restriction on the handling of spent fuel casks in the fuel pool and would require Cask Impact Pads to be in place on the floor of the fuel pool whenever a spent fuel cask is being handled in the Fuel Building.

In support of this request, we forwarded the report 11A Summary of Information in Support of the Handling of Spent Fuel Casks in the Surry Power Station Unit Nos. 1 and 2 Fuel Building.

Neighbors of your staff, on January 3, 1983, we would like to supplement this document.

The spent fuel pool will be divided into a two-region storage pool with Region 1 comprising the first three rows of fuel racks (324 storage locations) adjacent to the Fuel Building Trolley load block.

Region 2 will encompass the remainder of the fuel racks in the fuel pool.

During spent fuel cask handlJng, Region 1 will be limited to storage of spent fuel assemblies which have,decayed at least 150 days after discharge and which meet the criteria for burn~p shown in Figure 6.1.

A list of fuel assembly identification numbers, which are unique identifying numbers engraved on each fuel assembly, has been generated for the fuel assemblies that meet the above criteria for storage in Region 1.

This list will be used to administratively control storage of fuel assemblies in Region 1, and will be periodically updated.

We have selected fuel assemblies from this list for transfer to Region 1 after installation of the Cask Impact Pads. Strict administrative controls with written procedures will be employed in the selection and placement of these assemblies.

It is our intent to limit future movement of fuel into Region 1 to the extent practicable.
