AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR 37 SURRY POWER STATION UNITS NO. 1 AND 2 SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHANGE By the letters dated July 29, 1982 (Serial No. 396) and October 28, 1980 (Serial No. 862), we proposed changes to the Technical Specifications for Surry Power Station Units No. 1 and 2 to reflect changes to be made to the Auxiliary Ventilation System. The proposed changes supplement our above mentioned license amendment applications.

The enclosed revised Auxiliary Building Ventilation System Technical Specification reflects the existing system at Surry and the air distribution test being performed on the system. The design acceptance test for the air distribution has been conducted successfully at the downstream side of the charcoal cells instead of the upstream side, which is not in strict accordance with the ANSI N510. The systems at Surry are not designed to meet the requirements of ANSI N509, hence they can not be tested to the strict requirements of ANSI N510. Since the system design does not lend itself to taking reliable upstream readings, the test done at the downstream would be meaningful and in the spirit of the ANSI N510. Also, the ANSI Committee on Ventilation Testing recognizes this problem for older plants and allows the air distribution testing at the filter outlet rather than across the prefilter bank.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not involve an unreviewed safety question.

We have reviewed this request in accordance with the criteria in 10 CFR 170.22. Since this request supplements our previous license amendment applications *referenced above, no additional license amendment fee is required. {loo I Very truly yours,
