DPR-32 DPR-37 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT NOS. 1 AND 2 SUPPLEMENTAL RESPONSE TO GENERIC LETTER 82-05 In our supplemental response to Generic Letter 82-05 for Surry Power Station dated June 18, 1982 (Serial No. 227A) Vepco provided a revised completion date of September 1, 1982 for the Reactor Coolant Sampling System which is part of Item II.B.3 of NUREG-0737.

At the time of our supplemental response, this revised completion date was believed to be realistic.

However, subsequent events have occurred which we feel place this date in jeopardy.

The Reactor Coolant Sampling System at Surry is installed, however, there have been several failures of electrical components and systems in the Reactor Coolant Sampling System monitoring panels.

We feel that this has been the result of panel overheating due to high ambient temperatures in the area of the station where the monitoring panels are located.

This has necessitated the construction of an environmentally controlled enclosure around the monitoring panels to maintain the panel temperatures below ambient.

All indications are that this measure will alleviate a significant portion of the component failures that have plagued the system and have caused numerous start-up delays.

In addition, we have experienced constant difficulty in securing adequate and timely start-up, spare part, and component repair support from the sampling system vendor.

Discussions with other utilities that have purchased similar post-accident sampling systems from this vendor indicate that this is a common problem.

Our present plans are for a start-up engineer from the sampling system vendor to return to Surry as soon as possible and remain there full-time until the Reactor Coolant Sampling System is fully operational.

In addition to a vendor representative, a full-time field engineer from the Architect-Engineer that designed the sampling system will be present through all remaining activities.

We are making a dedicated effort to achieve the September 1, 1982 completion date but feel, due to factors discussed above, our efforts may extend well beyond this date.

The new commitment date is January 1, 1983.

It should be emphasized that this extension will in no way affect or slow our efforts to make this system operational.
