FIRE PROTECTION ISSUES SURRY POWER STATION Serial No. 4 77 NO/SWB/jmj/SP4 Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 of r.gur :. Hiter dated February* I3:> 198i listed eight items of the Surry Power Statioh Fire Protection Safety Evaluation Report dated September 19, 1979 as "Unresolved Fire Protection Issues".

The purpose of this letter is to document the disposition of these items.

The following clarifications should document that the items listed in your February 13, 1981 letter as unresolved have been resolved.

3.1.4 Cable Tray Covers -

The cable tray covers were installed to comply with the Surry Power Station Fire Protection Safety Evaluation Report dated September 19, 1979.

This item was listed as unresolved in the February 13, 1981 letter because the Appendix R review was not complete and the reviewers had not determined what equipment and barriers Vepco was taking credit for to assure safe shutdown.

As demonstrated by Serial Number 885 and Serial Number 363 dated October 31, 1980 and June 18, 1982 respectively, safe shutdown capability does not rely on these tray covers.

Since the tray covers have been installed, this item should be closed.

3.1.10 Fire Barriers -

The fire barriers were installed to comply with the Surry Power Station Fire Protection Safety Evaluation Report dated September 19, 1979.

This item is resolved since safe shutdown capability does not rely on these barriers as discussed in 3.1.4 above.

3.1.30(1) Charging Pump Technical Specifications Vepco reviewed the Technical Specifications and concluded that the section 3.2 of the Technical Specifications as it now is written requires a charging pump from the opposite unit to be available at all times during operation of either unit.

Therefore, the Technical Specification is acceptable since it meets the requirement of item 3.1.30(1) of the FPSER.

3. 1. 30 (2) Auxiliary Feedwater Pump - *"v'epco submitted Technical Specifi-cations requiring the availability of feedwater pumps from the opposite at all times during power operations of either unit.

NRC letter dated 4-27-82 forwarded the approved Technical Specification.

3.2.5 In-Situ Testing In-situ testing of the smoke detectors is complete.

The new detectors that were installed as a.result of the FPSER were bench tested to assure prompt response.

The smoke detector system is checked in accordance with the periodic test program.

In view of the above, Vepco is in compliance with this item of the FPSER as interpreted by your letter dated October 9, 1980.

3.1.5 Safe Shutdown Circuitry Our letter Serial Number 885 dated October 31, 1980 submitted design information on this modification.

Your letter dated December 4, 1981, page 3, third paragraph indicated that you were reviewing the relays used in that modification at that time.

Completion of your Appendix R review will satisfy this item.

3.1.23 Monitoring Panels Page 3 of your December 4, 1981 letter addressed the unresolved aspect of this item as being the need for additional instrumentation on the monitoring panel.

The Appendix R Review submitted by letter number 370 dated June 22, 1982 committed to additional instrumentation and was reviewed for compliance with Appendix R.

3.1.25 Safe Shutdown

Charging Pump Cross-Connect -

The charging pumps have been cross connected.

Alternate Source of Charging Pump Service Water Part C of our Appendix R Review submitted by letter Number 370 dated June 22, 1982 presented for your approval our design to comply with this item.

3. 2. 3 Safe Shutdown Analysis -

The safe shutdown analysis required by this item was submitted by our letter number 885 dated October 31, 1980.
