Serial No. 314 NO/JHL:acm Docket No. 50-281 License No. DPR-37 INSTRUMENTATION FOR THE DETECTION OF INADEQUATE CORE COOLING NUREG-0737, ITEM II.F.2 SURRY POWER STATION UNIT NO. 2 The purpose of this letter is to report the status of the Reactor Vessel Level Indication System as required by Item II.F.2 of NUREG-0737.

In Vepco I s response to NUREG-0737, Revision 2, it was stated, "that all in containment work with the exception of filling and venting the system will be complete by January 1, 1982."

The Unit 2 system is now "scheduled to be operational after the system is filled and vented during the Spring maintenance outage.

The system will be fully operational when the reactor vessel vent system is operational in July, 1982."

While performing hydro testing the isolation bellows were destroyed, New material has been ordered but the delivery schedule will not accommodate the unit startup schedule.

In addition, Westinghouse recommended that relocating three resistance temperature detectors would improve system accuracy.

Also, isolation valves that are manufactured by Autoclave Manufacturing have been recalled because of a "stick open" or nstick closed" problem.

It is Vepco I s commitment to have the Reactor Vessel Level Indication System fully operational during the next scheduled refueling outage, for Surry Unit 2, which is currently scheduled for June 3, 1983.

This information concerning the delay in filling and venting the Reactor Vessel Level Indication System has been conveyed by telephone on May 21, 1982 to Mr. D. J. Burke, NRC Resident Inspector at Surry Power Station and to Mr.

J. D. Neighbors, NRC Project Manager for Surry Power Station.
