DPR-32 DPR-37 CONTAINMENT PURGE VALVE OPERABILITY QUALIFICATION SURRY POWER STATION UNIT NOS. 1 AND 2 In our letter of December 31, 1981, Serial No. 709, it was requested that Surry Power Station Technical Specifications be changed (T. S. 3. 8.A. 3) to restrict containment purge valve operation to whenever the reactor coolant temperature is below 200°F.
The requested change was subsequently approved and implemented.
The specific requirement was intended as a interim change pending conclusion of the 36 inch containment purge valve qualification pro-gram.
We have completed this effort and, although we have proven that the valves will operate through the range of dynamic forces of a design basis accident, it is not beneficial to implement the additional modifications to our mechanical and electrical systems in order to meet the requirements set forth in Standard Review Plan 6.2.4, Revision 1 and Branch Technical Position CSB 6-4, Revision 1.
During our review of SRP 6.2.4 and BTP-CSB-6-4 and our subsequent qualifica-tion program it was our understanding* that this requirement applied only to the Purge and Vent System.
It has since come to our attention in your letter of October 8, 1981 that the eight inch steam jet air ejector valve in the Containment Vacuum System was intended to be included in our qualification program.

Currently, a program of valve qualification is planned to eventually qualify this valve to the criteria set forth by SRP 6.2.4 and BTP-CSB-6-4.
It is intended that the qualification program which will be implemented will be concluded on or about September 1, 1982 at which time the results will be submitted.
In the interim, administrative controls have been imposed which will prohibit operation of the valve above 200°F RCS temperature.
