VIRGINIA ELECTRIC AND PoWER COMPANY RICHMOND~ VIRGINIA 23261 R. H. LEASBU:RG VICE PRESIDENT NUCLEAR OPERATIONS December 22, 1981 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation Attn:

Mr. D. G. Eisenhut, Director Division of Licensing U. s. Nuclear Regulatory Commission Washington, DC 20555

Dear Mr. Eisenhut:

NUREG-0612 CONTROL OF HEAVY LOADS SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 Serial No.

PSE&C/WSM:

Docket Nos.

License Nos.

688 jdm 50-280 50-281 50-338 50-339 DPR-32 DPR-37 NPF-4 NPF-7 In accordance with letters 388 and 388A, Vepco to Harold R. Denton, dated July 1, 1981 and September 30, 1981 respectively, Vepco is providing the six month response to the NRC letter dated December 22, 1980 on NUREG-0612, "Control of Heavy Loads at Nuclear Power Plants" for North Anna Power Station Units 1 and 2 and Surry Power Station Units 1 and 2.

North Anna Power Station takes exception to requirement (1) of Enclosure 2

("Staff Position -

Interim Actions for Control of Heavy Loads") to the NRC letter dated December 22, 1980.

Safe load paths will not be marked on the floor in the area where the load is to be handled.

Safe load path sketches will be defined in procedures and made available to all crane opera tors.

Since a

majority of the reactor containment operating floor consists of removable hatches and mechanical equipment and is covered with Herculite during outages, safe load path markings are impractical.

Safe load path sketches which are simple, descriptive and readily available to operators will better serve to define safe load paths.

The six month response for Surry Power Station Units 1 and 2 is complete.

However, sufficient time was not available for final editing.

An improved report is forthcoming.
