AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNIT NO. 1 and 2 PROPOSED TECHNICAL SPECIFICATION CHANGE 50-280 50-281 DPR-32 DPR-37 Pursuant to 10CFR50. 90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit No. 1 and No. 2.
The proposed changes are enclosed.
The proposed change is to revise Specification 3.12 Basis to reduce the mini-mum number of thimbles required for incore flux mapping from 40 to 38 to adopt a less restrictive, but equally safe limit.
The minimum value of 38 thimbles i.e. 75% of the total number of thimbles, represents the current Westinghouse position and has received NRC concurrence as per the Standard Technical Specifications.
Since there are no safety implications involved, the implementation of the 38 thimbles limit is appropriate for Surry Power Station.
The requested change has been reviewed and approved by the Station Nuclear Safety and Operating Conunittee and the Safety Evaluation and Control Staff.
It has been determined that this request does not involve an unreviewed safety question.
We have evaluated this request in accordance with the criteria in 10CFR170.22 and it has been determined that a class III license amendment fee is required.
A voucher check in the amount of $4,400, is enclosed in payment of the required fee.
