In our letters of December 18, l~~

Serial No. 1008), and June 1, 1981 (Letter Serial No. 312), the Virginia Electric and Power Company response to NUREG-0696 11Functional Criteria for Emergency Response Facilities 11 was described. Since the time of those sumbittals VEPCO has proceeded at a rapid pace to develop the detailed engineering for the Technical Support~

Center Facility (TSC) and the Data Acquisition System and Display Systems to meet the NUREG-0696 criteria. With our present design and the equipment delivery dates provided by potential suppliers, the expected operational date for the Data Acquisition System and the Display System is January 1, 1983 or the first refueling thereafter. This delay is due to the anticipated outage time which will be required to make the required hookups for the Data Acquisition System.

The Technical Support Center Facility (TSC) will be completed by January 1, 1983.

We are making every effort to improve this schedule and will keep you advised of any changes.

Since we are now planning procurement of major components of the Data Acquisition System in October, 1981 and initiation of the construction of the Technical Support Center Facility as early as December, 1981, any perturbation to our present design as a result of NRC reviews could result in substantial schedular and financial impact.

In order to minimize such impacts, we feel it would be beneficial that VEPCO meet with your staff to discuss our previous submittals and the acceptability of the concepts presented.

We will contact you in the near future to arrange a date for this meeting.
