AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNITS NO. 1 AND NO. 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Units No. 1 and No. 2. The proposed changes are enclosed.

The Fire Protection Safety Evaluation Report for Surry Power Station dated September 19, 1979 required the upgrading and installation of new fire protection systems. The enclosed Technical Specification Sections 3. 21 and 4.18, which have been modified to reflect the added fire protection systems, comply with the requirements of the Standard Technical Specifications with one exception. The exception involves the deletion of the 18 month check of the automatic valves (Specification 4.7.11.2.1.a), since the installed sprinkler system has no automatic valves. The fire protection modifications associated with these proposed Technical Specification changes will increase the fire protection capability of the station.

This request has been reviewed by the Station Nuclear Safety and Operating Committee and by the Safety Evaluation and Control staff, It has been determined that this request does not involve an unreviewed safety question.

In the September 19, 1979 letter transmitting the Fire Protection Safety Evaluation Report for Surry Power Station, it was requested that we propose revised Technical Specifications for modifications required by the Safety Evaluation Report. The request noted your determination that no license amendment fee is required for the requested Technical Specification revisions.

Accordingly, no license amendment fee accompanies this request.
