FIRE PROTECTION DESIGN INFORMATION SURRY POWER STATION UNITS 1 AND 2 Serial No. 404 NO/SWB:ms Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 The Fire Protection Safety Evaluation Report for Surry Power Station required an alternate source of water to be provided to assure operation of the charg-ing system in the event of a fire in Mechanical Equipment Room 3.

At the present time both units' charging pumps service water pumps are located in Mechanical Equipment Room 3.

VEPCO letter Serial No.

3541/061478 dated June 30, 1980, gave a detailed design description of a modification which utilized fire water as an alternate source of charging pump service water and meet the provisions of the Safety Evaluation Report.

The NRC fire protection staff disapproved VEPCO's design in a meeting on January 19, 1981.

The purpose of this letter is to give design details of a new concept to provide an alternate source of cooling water to the charging pumps coolers.

The design removes two (2) charging pump service water pumps, one (1) from each unit and replaces these pumps with qualified pumps in the auxiliary building.

Attached are a preliminary drawing and an installation description of the proposed design.

We will proceed with the engineering and material procurement immediately after your approval of the design.

The system can be operational 60 weeks after your approval.

The long lead is required for material procurement of

We are attempting to shorten the lead time by evaluating substitute material i.e., reuse of the present pumps if environmental and seismic conditions can be met.

DESCRIPTION '

The present design of the charging pump service water pumps does not provide redundancy in the event of a fire in Mechanical Equipment Room No. 3.

The proposed change is as follows:

1.

A 3 in. tie in connection will be made on 30"- WS-14-10 between 1-CC-E-lA and its inlet valve.

2.

A new 30 in. Butterfly Valve (Category 1) will be installed between the new connection and 1-CC-E-lA.

3.

A 3 in. isolation valve will be installed on the 3 in. line.

4.

The 3 in. line will run down into the pipe tunnel where it will tee into two 2 in. lines that will be connected to existing lines 2"-WS-71-136 and 2"-WS-171-136.

The existing line from here back to the original pumps will be removed from service.

5.

Lines 2"-WS-71-136, 2"-WS-173-136, 2"-WS-71-136, and 2"-WS-171-136 will be replaced from the exit of the pipe tunnel with class 21B pipe.

6.

Pumps 1-SW-P-lOA and 2-SW-P-lOA will be removed from Mechanical Equipment Room No. 3 and reinstalled in the Auxiliary Building (2 ft elevation) in lines 2"-WS-71-136 and 2"-WS-171-136.

7.

Units 1 and 2 will be cross-connected on the discharge of 1-Sll~P-lOA and 2-SW-P-lOA.
