EARLY WARNING SYSTEM-ACTIVATION AT SURRY POWER STATION Pursuant to NUREG 0654, Rev. 1, Appendix 3-B-2, this letter is to inform you of the status of the Early Warning System at our Surry Power Station.
This correspondence should be referenced to our letter to you on June 3, 1981, Serial No. 320.
The installation of sirens in the Oto 5 mile Emergency Planning Zone.(EPZ) surrounding.the station is essentially complete and they are now being tested.
We do not anticipate any difficulties in meeting the July 1, 1981 in service date for this portion of the Early Warning System.
The installation of sirens in the 5 to 10 mile EPZ is progressing satisfactorily; they are being installed.;i.s the vendor delivers the equipment.
Because the.sirens in the 5 to 10 mile EPZ will not be complete by July 1, 1981, Vepco requested the State Office of Emergency and Energy Services to coordinate the issuance.of a special interim procedure.
As an alternate means to meet the requirements of NUREG 0654, this interim procedure gives direction for the alerting of.residents in the affected portions of the 5 to 10 mile EPZ.
The procedure is attached and should be referenced to the local county or city Radiological Emergency Response Plans, Appendix 4, paragraph IIIA.
The special interim procedure will remain in effect until October 31, 1981 or until activation of the entire *Early Warning System at some earlier date.
In addition, a special brochure has been written and sent.to all residents in the Oto 10 mile EPZ to accomplish the following:

Informing the residents of the status of The Early Warning System.
- B.
Informing the residents of the special interim procedure for those residents in the 5 to 10 mile EPZ.
C.
Informing the residents of the testing activities that will be undertaken between now and October 31, 1981.
A copy of this brochure is attached for your review.

..;2-Upon completion of the entire Early Warning System, an integrated test will be.scheduled by the State Office of Emergency and Energy Services coordinated with the Federal Emergency Management Agency.

- NORTH ANNA AND s&y POWER STATIONS SIR~ALERTING SYSTEM The siren system is designed to alert the public to tune to their local radio and television Emergency Broadcasting Stations (EBS) for further information. The alerting signal will be a steady sound, produced by the siren, lasting for three minutes.
From June 29 through July 3, 1981, Virginia Electric and Power Company will be conducting individual audible siren tests for those sirens in the zero-to five-mile radius surrounding the North Anna and Surry Power Stations.
The test will last ten to 20 seconds for each siren. Because of the limited time required for the test, you may or may not hear the siren; if you do hear the siren being tested, please disregard the momentary inconvenience.
During October, Virginia Electric and PQwer Company will conduct individual audible siren tests for those sirens in the five-to ten-mile area surrounding the nuclear power stations. Once again, the test will last ten to 20 seconds for each siren. Also, because of the limited time required for the test, you may or may not hear the audible test. If you do hear the siren being tested again, please disregard the momentary inconvenience.
On Nov. 1, 1981, the entire Siren Alerting System within the zero-to ten-mile zone surrounding the nuclear power stations will become operational. Again, this system is to alert the public to the fact that they should tune to their local Emergency Broadcasting Stations (television and radio) for further information.
After July 1, 1981, the three-minute alerting signal will be the method of alerting residents in the zero-to five-mile zone surrounding the North Anna and Surry Power Stations. For those residents in the five-to ten-mile zone not yet covered by a siren alerting system, the State Office of Emergency and Energy Services, in coordination with local county and city emergency coordinators, have issued special instructions. These instructions provide for the alerting of residents in the affected areas of the five-to ten-mile zone by county and state personnel using mobile alerting devices or direct contact.
Periodic testing of the siren alerting system is required by law. The tests required are:
- 1. A "silent" test every two weeks.
- 2. A "growl" test quarterly. (A brief siren blast may be audible.)
- 3. A complete system test annually.
Only the annual test requires audible sound activation. The activation will last three minutes. Notification of the test will be given to residents in the ten-mile zone surrounding the power station prior to its performance.

The system is designed to meet the requirements of Appendix 3, NUREG-0654/FElvlA-REP-l) Revision 1.
The siren system should be in-stalled and operational out to five miles from the Power Station by July ls. 1981.
Sirens are programmed to be installed to provide warning to the public out to ten miles by November l> 1981.
The siren system, when operational, will provide the primary and most rapid means for alerting and notifying response organiz~tions and the population.
The warning systems in paragraph III.A., Appendix 4 to the local RERP will continue to be en~loyed during the period July 1 to October 31, 1981 to warn the public between five miles and ten miles pending installation of the sj.rens out to ten miles.
Also, they will. be used as backup or in a supplementary manner in the event of siren failure.
Thirty-six sirens are being insta]Jed out to ten miles of the Surry Power Station.
Easement agreements have been obtained from all but two of the owners of property where* the siren~ will be installed.
See Enclosure 2 for the location of the sirens being installed.
