I.E. BULLETIN NO. 80-11, INTERIM PROGRESS REPORT SURRY POWER STATION - UNITS l & 2 NORTH ANNA POWER STATION - UNITS 1 & 2 This letter provides the interim progress report as of April 15, 1981, which was requested by your letter of March 13, 1981.

The purpose of the letter is to update the response provided in our letter of November 3, 1980, Serial Number 878, and apprise you of the status of our masonry wall analysis program.

For the masonry walls addressed in our report of November 3, 1980, analysis has been completed for 50 of the 89 walls at Surry and 38 of the 65 walls at North Anna.

All of these walls, for which analysis is complete, meet the conservative acceptance criteria described in the reevaluation criteria submitted as Attachment C to our letter of November 3, 1980.

The remaining walls, which did not meet the initial conservative acceptance criteria, are being reanalyzed using more exact techniques, which are still conservative, to incorporate refined boundary conditions, more precise loading definition, and computer aided analysis.

During our program to verify and fully document the previous inspec-tions, an additional 41 walls at Surry and 9 walls at North Anna were identified as having safety related equipment in their proximity.

Analysis has been com-pleted for 28 of these 41 walls at Surry, and for 1 of the 9 walls at North Anna.

Our verification program is now complete, and analysis is continuing on the remaining walls which have not completed analysis.

Preliminary modifications are being developed to upgrade all remaining walls should analysis indicate that the walls are inadequate.

Additional information on the status of our program to comply with the requirements of I.E.Bulletin 80-11 is provided in the Enclosure to this letter.

The results of the reevaluation program indicate that safety of the plants will not be jeopardized by continued analysis of the masonry walls during plant operation.

If, however, during the remainder of the reevaluation program the operability of any safety related system is shown to be in jeopardy by the results

As you requested, another interim report will be provided by Jun~ 15, 1981.

Final results of the reevaluation program will be submitted upon completion of the program.

This enclosure updates the information on IE Bulletin 80-11 provided in the 60 day reports and the report submitted on November 3, 1980, le*tter No. 878.

Based on NRC concerns expressed during the inspection conducted at Surry Power Station in December 1980, additional inspections have been conducted at both North Anna and Surry to provide complete verification and documentation for all masonry walls in the seismic areas of the stations as described in our previous reports.

During these inspections, an additional 34 walls at Surry and 36 walls *at North Anna were identi-fied that were not listed in the November 3, 1980, report.

The inspection to verify and fully document walls previously-identified as Class III walls (no safety-related equipment attached to or located in proximity of the wall), resulted in the reclassification of 11 masonry walls at Surry and 8 at North Anna to Class II (limited amount of safety-related equipment attached to or in the proximity of the wall).

These walls will be analyzed, or the safety-related equipment will be relocated or protected, in accordance with the scheduled completion date of July 31, 1981.

In order to provide you with the latest information based on the results of these inspections, Attachments A and B updated the masonry wall tabulations provided in our November 3, 1980, report by delineating the changes to those tables.

Also based on NRC concerns dealing with complete documentation for all walls at the power stations, additional inspections are being conducted of the nonseismic areas *of Surry and North Anna to verify tha*t safety-related equipment is not located in the proximity of these walls.

As described in the 60 day reports submitted for North Anna and Surry, the original inspections were limited to the seismic areas of the stations, considering the design basis for the power stations.

A total of 3_39 masonry walls at Surry and 328 masonry walls at North Anna are located in the non-seismic areas of the power stations which are being investigated in these inspections.

The results of these investigations show that 303 walls at Surry and 314 walls at North Anna have no safety-related equipment attached*

to or in the proximity of the walls.

The remaining 36 walls at Surry and 14 walls at North Anna are still being investigated to determine the safety significance of equipment in the proximity of the walls.

This inves-tigation will be completed by July 31, 1981.

VEPCO letter* of December 26, 1980, serial No. 1005, stated that the Phase II analysis would be completed by March 31, for the Class I walls, and by April 15, for the Class II walls.

This analysis was completed by March 20, for the Class I walls, and March 27, for the Class II walls.

A total of

  • 78 walls at Surry and 38 walls at North Anna have had analyses completed and are acceptable.

Where additional analysis is warranted, more exact analysis techniques (which are still conservative) are applied to incorporate refined boundary conditions, more precise loading definition, and computer-aided analysis.

This analysis continues in a parallel effort with the development

Page 2 of 2 of preliminary modifications as described in the VEPCO letter of October 23, 1980, serial No. 868.

The analysis of these walls will be completed by July 31, 1981.

An additional interim progress report, as requested in your letter of March 13, 1981, will be provided by June 15, 1981.

Final results of the reevaluation program will be provided upon completion of this effort.
