AMENDMENT TO OPERATING LICENSE DPR-37 SURRY POWER STATION UNIT NO. 2 Pursuant to 10 CFR 50. 90, the Virginia Electric and Power Company hereby requests an amendment to Operating License DPR-37 for the Surry Power Station, Unit No. 2. As discussed by Mr. J. D. Neighbors of your staff and Mr. E. R. Smith, Jr. of our staff on February 10, 1981, if has become neces-sary to request a one-time extension to the grace period for the visual inspection surveillance requirement for inaccessible hydraulic snubbers.

We are requesting that Technical Specification 4.17.A for inaccessible hydraulic snubbers be given an administrative extension for 30 days. This extension would allow the surveillance to be accomplished in parallel with a scheduled maintenance outage, thus minimizing downtime, cost of replacement power, and the ultimate cost to the consumer. The scheduled maintenance outage cannot be scheduled earlier due to the required delivery time of materials.

All accessible hydraulic snubbers will be visually inspected within the required interval. The last visual inspection performed on Unit 2 snubbers revealed zero inoperable snubbers indicating the effectiveness of the snubber maintenance and inspection program. Therefore, the 30 day administrative extension will not have any significant impact on the ability of the affected inaccessible hydraulic snubbers to respond and perform satisfactorily during a seismic event or under accident conditions.

The present cycle of operations follows an extended Steam Generator R~place-ment and Refueling Outage. During this extended outage all hydraulic snubbers were removed, rebuilt or replaced as necessary, and functionally tested satis-factorily prior to re-installation. The visual inspection interval required at this time is 6 months +/- 25%. The previous interval requirement was 124 days +/- 25% and, in accordance with Specification 4.17 .A, may be changed only one inspection interval step at a time. All accessible hydraulic snubbers will be visually inspected within the required interval.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee. It has been determined that this request does not involve an unreviewed safety question.

We have reviewed this request in accordance with 10 CFR 170 .22. Based on the recent satisfactory functional testing of all hydraulic snubbers, the Staff should be able to conclude that this request does not involve a significant hazards consideration; therefore, a Class III license amendment fee is required. Accordingly, a voucher check in the amount of $4,000.00 is enclosed in payment of the required fee.
