Mr. Harold R. Denton Nuclear Reactor Regulation Attn:

Mr. Steven A. Varga, Chief Operating Reactors Branch No. 1 Division of Licensing U.S. Nuclear Regulatory Commission Washington, D. C.

20555

Dear Mr. Denton:

February 19, 1981 Serial No.

103 QA/PRB:bdw Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 It is our intention to install the early warning system for Surry Power Station on the same schedule as the North Anna Power Station.

Due to the uncertainties that existed before the issuance of a final rule in this matter and our reluctance to commit financial resources until the final rule was made, we found it necessary to delay our decision in this matter from the dates originally contemplated.

The new schedule for the installation and activation of the early warning system will be as follows:

Engineering and Evaluation _________ Ongoing Acceptance of Bids Completed Order Placed Completed Installation & Testing, 0-5 miles Starts 5-1-81 Ends 6-30-81 Activation, 0-5 miles 7-1-81 Field Testing and Evaluation Starts 7-1-81

Ends 7-31-81 Installation & Testing, 5-10 miles Activation 5-10 miles Starts Ends Field Testing & Evaluation------- Starts Ends 8-1-81 10-31-81 11-3-81 11-3-81 12-15-81 Our schedule reflects our intention to activate the early warning system for the Surry Power Station 10 mile radius EPZ in a two-step process to insure we meet the adequacy of design requirements.

The experience gained from the activation of the Oto 5 mile radius zone can be factored into the final placement of sirens in the 5 to 10 mile radius of the EPZ. We have placed orders with the vendor for our anticipated needs to cover the entire 10 mile radius EPZ.
