Dear Mr. Eisenhut:

Thank you for your letter of January 16, 1981, offering an extension of time to file a request for a hearing on the environ-mental qualification of electrical equipment. The procedure you outlined in your letter, which would give me 30 days after the safety evaluations for Surry and North Anna are issued to request a hearing, is acceptable, with the following qualification. It is conceivable, though I think unlikely, that after seeing the safety evaluations Vepco may need more than 30 days to determine whether to ask for a hearing. If that should be the case, I shall have to submit to you a request for additional time. I should not like to think that by accepting the procedure set out in your January 16 letter I am giving up the right to ask for more than the proposed 30 days, if that later becomes necessary, and to have such a request considered by the NRC. I wish to reserve that right insofar as I can.

I appreciate your and your staff's efforts to solve the prob-lems of timing that the environmental qualification issue presents.
