Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 Attached to this letter is an amendment to the Surry Power Station Emergency Plan as submitted to you on June 16, 1980 (Ref.

Letter Serial No. 577).

We have amended this plan in accordance with your letter of November 13, 1980 and the discussion held with your representatives in Bethesda, MD on November 7, 1980.

The Medical College of Virginia plan has not been changed from the original submittal and has therefore not been resubmitted at this time.

The following portions of our Surry Emergency Plan are not included with this submittal:

1.

Copies of the Emergency Plan of the counties of Surry, Isle of Wight, James City and York and the cities of Williamsburg and Newport News.

These plans are under active development at the State Office of Emergency and Energy Services and will be available in the near future.

2.

An updated version of Table 6.2a - Population from 5 to 50 miles.

This table is currently under revision by the State Office of Emergency and Energy Services and will be supplied as soon as it becomes available.

3.

Letters of Agreement from 1) the County of James City,

2) the City of Williamsburg; 3) Department of Energy-Oak Ridge Operations, and 4) The U.S. Coast Guard all have been requested but not yet returned.

They will be submitted as soon as they are available.

We have also included a table (Attachment 2) of Emergency Personnel Response Times based upon the present distribution of Surry Power Station personnel in the surrounding cities and counties.
