VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND,VIRGINIA 23261 December 4, 1980 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation Attn:

Mr. John F. Burdoin Instrumentation and Control Systems U.S. Nuclear Regulatory Commission Washington, D.C.

Dear Mr. Denton:

Serial No. 325A/103174 NO/RMT:jmj Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 This is in response to telecon with J. F. Burdoin of December 4, 1980 regarding supplemental information to our letter of December 3, 1974, Serial No. 325/103174 concerning the analysis conducted at that time of the potential at Surry Power Station for flooding of safety related equipment from non-category I (seismic) sources.

The intake structure, which provides the necessary equipment to ensure High Level intake canal water level is maintained, also houses the emergency service water supply which provides cooling water in the event the main circulating water pumps are not available.

This particular area was not addressed in that letter due to several design features which preclude damage from flooding.

The Emergency Service Water supply pumps are physically located within the protected intake structure at a height well above the river water level at the intake screens.

The operation and design bases for the Emergency Service Water System is described in FSAR Section 9-,9,2, These design consider-ations in addition to the arrangement of the Emergency Service Water pump suction piping eliminate the intake structure as a target area for reevalu-ation of flooding damage.
