Collins' letter of July 5, 1978, approved Virginia Electric and Power Company's startup certification program based on the Surry Nuclear Training Center being "functionally and administratively independent of the staff of the station for which certification-training is being conducted."
We have identified an inconsistency with this basis as a result of a review of the newly reorganized Power Group organizational structure and recent per-sonnel changes.
As a result of this recent reorganization, the Surry and North Anna Nuclear Training Supervisors have become functionally responsible to their respective Station Manangers.
In light of the basis for approval of our certification program, that is, functional and administrative independence, we intend to utilize Corporate Office personnel as certifiers in order to regain this independence from the power station staffs.
We expect to forward resumes of our proposed certifiers for your review prior to the next startup certification, presently scheduled for February 19 and 20, 1981.
