SUMMARY

MEETING OF OCTOBER 27, 1980 MEETING WITH THE V!'RGINIA ELECTRIC AND POWER COMPANY TO DISCUSS MATTERS REGARDING EMERGENCY RESPONSE FACILITIES

~~e met with-representatives of the Vi rgi ni a Electric and Power Company on October 27, 1980 in Bethesda, Maryland to discuss matters regarding eme_rgency response faci 1 ities at the Surry and North Anna Power Stations.

A list of attendees is presented in the Enclosure.

Significant points discussed at the meeting were as follows:

1.

VEPCO made a detailed presentation of their plans on how they intend to implement our requirements as defined in NUREG-0696 "Functional

.Criteria for Emergency Response Facilities" and NUREG-0654, "Criteria for Preparation and Evaluation of Radiological. Emergency Response Plans and Preparedness in Support of Nuc*lear Power Plants."

2.

VEPCO advised us that they intend to locate the Saf~ty Parameter Display System (SPDS) only in the control room and technical support centers.

They further advised that the SPDS need not be located in the Emergency Operation Facility because this facility provides the acci den*t management function outside the pl ant and does not pro vi de technical control to the plant.

We advised VEPCO that this was not acceptable and that a SPDS is required in the Eme_rgenc.v Operations Facility.

3. - VEPCO fur~her stated that some of the display items could not be completed until the summer and fall of 1982.

l~e advised VEPCO that the equipment required for the SPDS and technical support center must. be operational by July 1, 1982.

VEPCO advised us that the machine shops at North Anna and Surry will be relocated and that the present machine shop area will be designated as the technical support center. This area will be modified to meet our requirements.

We advised VEPCO that the technical support center must also be operational by July 1, 1982.

VEPCO proposed that the emergency operations facility be locatec;I at corporate headquarters in Richmond, Virginia since the corporate office is equal distance from Surry and North Anna.

We advised VEPCO that this proposal is not acceptable and that we require an ~me_rgency operations facility at both sites.
