Dear Mr. Pomponio:

Your letter dated July 31, 1980, provided comments on the Draft Environmental Impact Statement for the Surry Power Station Unit No. 1 Steam Generator Repair Program.

You had two comments which you stated should be addressed in the Final Environmental Statement related to Steam Generator Repair (FES-SG}.

Your letter, however, was received after the FES was issued on July 31, 1980.

Therefore, responses to your comments are contained herein.

EPA Comment While "The doses to the population within 50 miles will be less than 5 man-rem to the ~t;yroid or total body from liquid effluents and less than 2 man-rem to the thyroid or total body from ai.rborne effluents, 11 it would seem that these doses would be distributed over sharply declining ~radient as the distance f1(1om the pl ant incr~.clses out to 50 mil es. The* dosage to residents near the plant should be addressed.

NRC Response On page 4-4 of the FES-SG, it was stated that "offsfre individuals will receive doses from the repair effort of the same order or less than the annual dose consequences presented in the FES7."

The "FES" was the May 1972 FES for Surry Unit 1 operating licensee.

EPA Comment The proposed method for disposal of 1 iquid effluents not stored for re-use and its impacts 's.hci!_Td be addressed.?

NRC Response The possible sources of liquid effluents at Surry for the repair program are: (1) reactor coolant which Surry plans to store for reuse; (2) secondary 801114~,3,
