Dear Mr. Denton:

AMENDMENT TO OPERATING LICENSE SURRY POWER STATION UNIT NOS. 1 AND 2 SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHANGE NO. 84 By a letter dated March 31, 1980, we requested a change to the Technical Specifications for Surry Power Station Unit Nos. 1 and 2 to reflect the organization of a Nuclear Operations and Maintenance Department and a Nuclear Technical Services Department. Attached are proposed Technical Specification changes to supplement those submitted previously.

As a result of the management reorganization of April 1, 1980, the responsi-bilities of the previous position of Director-Nuclear Operations have been assumed by the new position of Manager-Nuclear Operations and Maintenance.

References to the former position of Director-Nuclear Operations in Specifi-cations 6.2-A, 6.2-C, and 6.3-B have been modified to reflect this new managerial position. In addition to these changes, Specification 6.4-F has been changed to delete references to the previous position of Operating Supervisor.

Technical Specification Section 6.0 is being revised to add the new position of Assistant Station Manager to the Surry Power Station organization. The Assistant Station Manager will be directly responsible for the safe operation and maintenance of the power station. He will serve in a coordinating capa-city to the Station Manager for the off-site activities of the station. During the absence of the Station Manager, the Assistant Station Manager will also be the Vice-Chairman of the Station Nuclear Safety and Operating Committee. The Superintendent-Operations will remain a member of the Station Nuclear Safety and Operating Committee.

As a result of this change, safety will be enhanced by the inclusion of this proposed position since the Assistant Station Manager will improve the coordi-nation of on-site and off-site activities, reduce the work load of the Station Manager, and provide for specific delegation of responsibility during the absence of the Station Manager. Denton, Director Technical Specification Figures 6.1-1, 6.1-2, and 6.1-3 are being revised to provide corporate and station organization charts which are consistent with those in the North Anna Unit 1 and Unit 2 Technical Specifications. The information previously provided by Figures 6.1-1 and 6.1-2 will now be shown in one figure to be labeled Figure 6.1-1. The station organization information previously shown in Figure 6.1-3 will now be shown in relabeled Figure 6.1-2.

References to these figures in the text of Section 6.0 have been revised to reflect the relabeling. Revised Figure 6.1-2 reflects the inclusion of the new position of Assistant Station Manager and the deletion of the position of Assistant Control Room Operator. The Assistant Control Room Operator position has been replaced by the new position of Control Room Operator Trainee.

An editorial correction has been made for Specification 6.3. The section number for page 6. 3-1 previously read "6. 2". The number has been changed to correctly read "6. 3n, This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee. It has been determined that this request does not involve an unreviewed safety question. Since the enclosed changes supplement our previously submitted license amendment application, no additinal license amendment fee is required.
