September 26,.1980 Serial No. 796 PSE&C/GLP:bep Docket Nos. 50-338/339 50-404/405 50-280/281 We have reviewed the draft Human Engineering Guide to Control Room Evaluation, released on August 20, 1980.
Ii1 order to properly address all aspects of the draft document we combined our operational expertise with the Human Factors expertise of a consultant, the ARD Corporation, Dr. Eugene Silverman,.president. Dr. Silverman had previously provided consulting services fbr us during the modifications to the North Anna con-trol room which were reviewed and approved by your Human Factors Division.
The enclosed document package is a compilation of our operational con-cernss as well as detailed criticism of the technical aspects of the guide-lines.
We feel that there is considerable work yet to be done to the exist-ing guidelines prior to final issuance.
We do not feel that the importance of the document has been*reflected. in the quality or it's applicability to Nuclear Power Station Control Rooms.
We would certainly appreciate your full consideration of our comments, if we can be of further assistance please advise.
