Serial No. 766 LQA/WRM:ms Docket Nos. 50-338 50-339 50-280 50-281 License Nos. NPF-4 NPF-7 DPR-32 DPR-37 We have received the letter from Mr. D. G. Eisenhut to all pressurized water reactor licensees dated July 2, 1980, requesting the preparation and submittal of a license amendment application to incorporate your recommended TMI-2 Lesson Learned Category A changes for our Appendix A Technical Specifications for Surry Units No. 1 and 2 and for North Anna Units No. 1 and 2.

These changes are presently being prepared for review by our Station and System Nuclear Safety and Operating Committees.

In response to your letter of August 15, 1980, concerning maintaining a minimum of 23 feet of water over the reactor vessel flange during fuel move-ments as opposed to 23 feet over fuel assemblies in the core, as indicated in the Westinghouse Standard Technical Specifications, we are providing, the following information:

1.

For Surry Units 1 and 2:

Present Operating Procedure OP-4.1, Refueling and Fuel Handling, requires that 27 feet plus or minus 6 inches of water must be maintained above the reactor vessel flange.

A Technical Specification change is being prepared to incorporate the revised Standard Technical Specification requirement.

2.

For North Anna Units 1 and 2:

Present Operating Procedures 1-0P-4.1 and 2-0P-4.1, Controlling Procedures for Refueling, require that 27 feet plus or minus 6 inches of water must be maintained above the reactor vessel flange.

A Technical Specification change is being prepared to incorporate the revised Standard Technical Specification requirement for North Anna Unit No.

1.

North Anna Unit No.

2 Technical Specifications already contain the new requirement.

VIRGINIA ELECTRIC AND POWER COMPANY TO Additionally, we have prepared changes to Surry and North Anna Technical Specifications to include Residual Heat Removal System (RHRS) requirements identified by your letter of June 11, 1980.

These, too, are being reviewed by our Station and System Nuclear Safety and Operating Committees.

All three Technical Specification changes have been incorporated into a single package and will be submitted on or about October 15, 1980.
