Dear Mr. Denton:

We have reviewed your letter dated June 4, 1980 and the comments which were attached. Enclosure 1 to this letter contains our response to those comments.

As you will see, a number of the specific changes suggested in your comments and in the marked-up copy of our proposed Technical Specifications represent significant problems with respect to currently installed equipment and exist-ing station procedures at Surry. While we are aware that many changes will be necessary in order to provide specifications which adequately implement the guidance of Appendix I to 10CFR Part 50 and other related regulations, we also feel that a number of the modifications which have been requested are both impractical and inappropriate for Surry Power Station.

A meeting with the NRC Staff would be most helpful in resolving the problems which have been identified and in providing clarification where differences in interpretation may exist. We request that such a meeting be arranged at a place and time of mutual convenience.

As requested in your letter, we are at this time submitting for review, the Draft Offsite Dose Calculation Manual (ODCM) for Surry Power Station, attached as Enclosure 2. The submission of a Process Control Program (PCP) is con-sidered inappropriate at this time since vendor selection and equipment procurement to perform solidification of radioactive wet wastes has not yet been completed. Prior to operation of a system for solidification, a PCP will be submitted for review.
