NORTH ANNA POWER STATION UNIT NOS. 1 A."\\'D 2 RESPONSE TO I.E. BULLETIN 80-08 EXAMINATION OF CONTAINMENT LINER PENETRATION WELDS

1.

Determine if your facility contains the flued head design for penetration connections, or other designs with containment boundary butt weld(s) between the penetration sleeve and process piping as illustrated in Figure NE *1120-1, Winter 1975 Addenda to the 1974 and later editions of the AS.HE B&PV Code.

Response

A review of the records pertaining to the construction of the reactor contain-ment liners for North Anna Units 1 and 2 indicated that penetration assemblies of the flued head forging design were used for the penetrations listed in tables 1 and 2 (attached).

The design used is similar to that illustrated in figure NE 1120-1 (d), Winter 1975 Addenda to the 1974 edition of the ASME

  • Boiler and Pressure Vessel Code Section III.

For those facilities committed during construction to perform volumetric examination of such penetrations through SAR commitments which have not performed radiography, justify not performing radiography or submit plans and schedules for performing radiographic examinations.

Response

There are no commitments in the*North Anna FSAR requiring the performance of volumetric ex.minations of the flued head forging to penetration sleeve welds.

If an affirmative answer is reached for Item 1, determine the following:

a.

Applicability of the ASME Code including year and addenda and/or Regulatory Guide 1.19,

b.

Type of nondestructive examinations performed during construction,

c.

Type of weld joint (including pipe material and size) and whether or not backing bars were used,

d.

Results of construction nondestructive examinations, i.e., if repairs were required, this should be identified including extent of repairs and description of defects encountered during repair, if known.

Response

a.

The Surry Final Safety Analysis Report, section 15.5.1.8, states the following:

"The containment liner is not a coded pressure vessel, tm:erefore; there was no section of the ASME Boiler and Pressure Vessel Co&.e for Nuclear Vessels directly applicable to its design and construction. However, to insure that good engineering practices were followed, certain portions of Section III of the Code were reviewed for suggested guidance as to design and constr.uction practices that should be incorporated in the liner specifications.

Those sections reviewed for information were:
