The criteria of NUREG-0654 were used in the development of this revision as well as the comments and interpretations presented at the March 26th meeting in Williamsburg, Virginia, with the Joint NRC/FEMA Emergency Plan Review Team.
It should be noted that the evacuation routes and assembly points for the general population have not been identified by the State and local governments to meet the new criteria.
This information is under development by them and will be presented as soon as it is available to us.
This Plan is based on existing meterological capabilities as our plans for meeting the criteria of Appendix 2 to NUREG-0654 are still under development.
As you are aware, these criteria are currently out for comment, and therefore it is necessary that the criteria be finalized before the company commits further outlay.
An interim Technical Support Center is described in the Plan.
Development of the permanent center at the site is under way but is not expected to be completed before December 31, 1980.
